We have that here too! At grocery stores...or rather outside grocery stores in the grassy area. The stores say it is not their property so they cannot ask them to leave. I say that if they can stop panhandlers from asking for money there and ask them to leave they can ask these puppy sellers to leave. Those pups never look very healthy! Yea! Villette...at least you got to confront one...if more did that..but heck they would just move to another place!!! Awful people!!!!!!!!!!!
