Your pup does not understand the words "no one loves you" but he certainly understands that someone hates him based on actions and emotions emitted.
If you or your parents cannot fix your brother's behaviour, then sadly you need to get that dog to safety at another home. It may break your heart, but it will not break your heart now nearly as much as it will when your brother does injure/kill that pup because the warning signs were ignored and the pup was not made safe.
