Sometimes it takes a longer walk to stimulate the senses so to say... They have to do a lot of sniffing and a lot of peeing and then eventually they will poop... Try to take them back to the same spot after they have done it and they usually repeat the action. Just make sure he's not too young to walk far and he's vaccinated... You could also do laps... Back and forth in the same area and eventually he will go. Try plan it after a meal or when you he think he may be ready to poop... And then be consistent... Take him out after every meal and then it will become routine.
