Confused Don't Get Baby Teeth Pulled?

Biggie is 2 and almost a 1/2 years old and new teeth seem to be growing in while some of his baby teeth are still there.

I was reading in other threads that ppl get their babies teeth pulled when they are "under" for neutering... But my question is... Do your baby pup's have to get their teeth pulled?? Does it effect their health if they overlap aside from vanity? Right now, I'm not in a position to pay for Biggie to have his teeth pulled [I'm a poor college student!] The Vet said it would be a couple hundred dollars. If it is necessary I would save up for it this year, but I'm unsure if they NEED to have their baby teeth pulled?

Also, how frequently should we brush our dogs teeth & is a professional cleaning necessary?
