Default Desperate to train!

I just took in a 7 year old Yorkie. He was with a couple who divorced and they couldn't take him with them to their apartments. I feel for the little guy now trying to learn a new house, owners and rules. The dog seems to apparently not understand simple commands such as sit, stay, lay down, etc. or he's just being stubborn. I worked with him for about an hour as they show on videos about using treats and body language besides command just to get him to sit and he didn't "seem" to catch on at all yet there are things he does everyday that shows he's not stupid at all! Is he just being stubborn and acting dumb or is there a different method that works better?
