I think a dog can be spayed anytime - but as one poster mentioned, it may be better when she's not in heat.
I took my poor little cat in and got her spayed...and the vet told me that she had five kittens in her. Her spaying went just fine - but we were both surprised about the kittens. Obviously, she hadn't been carrying them long - and the one time she did have kittens, she remained so small and thin that I didn't even know she was pregnant until she had them.
If she won't be getting pregnant during this heat, there is no reason not to wait.
