With his pre-existing throat condition, he is then that much more likely to be vulnerable to GERD bc of what's happening structurally to that entire area. I would not under any circumstances look into the spray thing and then punish him for licking. It's either a genuine symptom of something physical -or- it's psychological -- and either way, neither of them warrant any sort of intervention that could be interpreted as punishment. (I'm not at all implying you were thinking of punishing...I'm just pointing this out bc the earlier poster seemed to view this as an option.)

As to the licking, I would speak with the vet and see if you can rule out any physical reasons for this licking.
It almost sounds a bit OCD to me but I would rule out physical before assuming it is mental.
