If the boogies are floating in the middle of the eye, I use a wet cotton ball to squeeze water into the eye and rinse out the booger. Never touch the eye itself, of course. Often there is a stray hair in the eye, so I also wipe around the eyelid to pull it out gently.
I also use a flea comb to comb from the corner of the eye downward on the snout. The closely spaced teeth of the comb are good for removing the moistened junk.
