Piper was 3 yrs when I got her and after a year or so is JUST NOW becoming consistent in housebreaking! It does take time. Just remember that about 20-30 minutes after she drinks/eats, take her outside or to her pad; give her a couple of minutes and if nothing happens, play with her, hold her, whatever and after 10/15 minutes repeat. IFF you take her outside, it is only for 'doing her business.' No frivolity when training (i.e. running around, rolling around, etc.). Again, follow the few minutes out, time inside, then out again. As far as the crying and being held, I've heard that babies who received attention when they cried tend to be more secure and confident as adults (their cries were answered and they felt safe in knowing they would be...).
