Most puppies take some time to settle into their new homes. Max wanted to be held for the first 4 days. My dad teased me that he didn't think Max's paws would ever touch the ground. Max is a very confident dog. Coddling him those first few days didn't ruin him.
I wouldn't expect a 3 month old Yorkie/Biewer pup to have run of the house and to be perfectly potty trained. It's very rare. Max was awesome with the pad, but we contained him to our primary living area, the great room, and my bedroom.
Reward Lacy when she uses the UGO pad. My boys are 6 and almost 7 and we still reward and praise for good potty. When she has an accident, don't make a big deal. Just say "uh oh" and clean up.
When Max was a pup, he often wanted a fresh pad to poop on. He also didn't like using a pad more than twice. We had to change pads often. Lacy's giardia may also be a factor in some way for your challenges.
I wouldn't put her on the pad to play. That might confuse her.
