Yes, paw licking/chewing are the cardinal sign of *allergies*, not the sign for food allergies. It's most likely he has enviro allergies and switching foods will not help.

If I were you, I'd see a vet derm asap as they will get you squared away immediately vs a general vet who doesn't really understand allergies.
