Just so you are aware: xrays don't always show CT. The only definitive way to diagnose it is with a flouroscopy.

That said, it really does not sound like CT to me. I have had many pups with CT .. they can sound different, but he does sound like there is just some irritation going on. I am not a vet and cannot say he does not have it....just sharing my thoughts and experience.

He is very cute!
