I would think one would need a license to sell anything on the side of the street, right? Do you think calling the police would have at least gotten them in trouble or at least stopped them from selling the poor animals that way? Exactly what I was thinking! You can't sell anything without a license, so how does this "thing" (no caring person would EVER treat any animal this way) get away with this?
