Have you tried giving only bottled water ever...?
Also, does he ever lick/chew his paws or show other signs, in addition to the eyes, of allergies...?
If you do suspect allergies, may be worth a try to try some OTC med like either Claritin or Zyrtec, which are the non-'scrip meds Vet Derms recommend the most.
