The most important thing you can do is to calm yourself, stay cool, take deep breaths so that you're not super nervous - as both dogs would pick up on that energy and be confused.
Have leashes attached to both, talk softly...tie one up to a stationary spot - take the other dog on his leash and first just walk closely by the other dog (no touching or sniffing at all). Watch the body language closely. Walk by again. Watch for them calming down, watch what their tails and shoulders are doing. Are they staring intently/fixedly or are they cool/quite relaxed...? If all is well, then approach the tied dog and let them sniff noses fairly quickly...then walk away again w/ the 2nd dog. Approach again if all is well...and let sniff longer/sniff butts. Watch reactions. If they're both pretty relaxed, drop / untie the leashes and let them try to just interact. If a scuffle occurs, grab the leashes and pull them apart.
This is exactly how we do dog-to-dog introductions at the shelter...
