When it comes to trimming penis hair I think it is a matter of preference. Some people feel that letting the penis hair grown an inch or so that it serves as a wick and prevents the pee from spraying on the dogs leg and body hair. If you leave the penis hair long then you have to be careful that the penis hair does not get trapped inside the sheath because that will make the sheath foreskin roll inward and leave the tip of the penis exposed.
