Actually the cut accents the eyes to make them look bigger and the face smaller, it's a pretty distinct look. here's an example I posted awhile back

It's to give that extreme cute factor, lol I love the shorter muzzle as it keep her from making so much mess when my furgirl eats and drinks. The puppy cuts have longer hair around the muzzle and face.
Here's my girl in a similar cut, but shorter all around.
