My babies go out to new owners at 16 weeks old, fully vaccinated except rabies. These babies are so small, there is absolutely NO reason to put them outside until they are fully and completely vaccinated. Your house is plenty large enough, even if it is just 2 rooms large, that a little puppy can get enough exercise without risking the danger of taking it outside! That baby does not
know "outside"....they do not miss what they do not know! That "must go outside" is in YOUR head, heart and soul, not that baby's.
