Pads are very handy for bad weather. Fantastic4Yorkies gave great advice above on how to train.

My Teddy was also 100% outdoor trained when he came to us at 8 months. We trained him to use the pads. Here is the blog post I wrote about potty training including pad training: Potty Training Small Dogs - Dog Life and Style
