Welcome to YT, are you bathing them with a tick and flea shampoo because they have ticks and, or fleas? if they don't have them the shampoo has chemicals in it for killing these insects and may be too harsh for the dogs skin. It is good that you are taking him in to determine what the cause of itching is from. Sorry but I cannot offer any suggestions what to use until you get to the SPCA.
