With the 3rd eyelid protruding, and the pawing, and the thick discharge . . . I would make an appointment with an ophthalmologist.
Max had several corneal ulcers (a hole in the thin, clear outer layer of the eye) that were caused by a number of factors. His third eyelid popped out once when his eye was severely inflamed.
Your vet may be right that your baby's eye is reacting to hair in the eye, but I would want more reassurance that there isn't an infection, a scratch or an ulcer, or other foreign material in the eye.
