We are living in France my yorkie Rex will be 15 soon, so will just tell you what I did with him, and my big dogs. I put news paper down,(I didn't have pads, besides they cost too much here) not far from his feeding bowl that was in the kitchen, when he had eaten his meal, I put him on the news paper and told him, "do a wee wee", ok you may think I'm daft, at first they don't understand. Also when he had pi pi on the ground, I put some news paper on this pi pi and tranferred it on the paper I had put down for him, so he had his smell. When he did his wee himself, I went over the moon to praise him and gave him a little treat. always place him on the news paper after eating, eventually he will go on to it himself. then gradually move the news paper near to the door that leads to out side.I found that he will pi on one paper and po on another, he didn't like to do on the same one, then one day once you see he is going on the paper ok, then move it away completely, make sure you are in the room when he goes to the back door where the paper was before, then you say, "do you want to go outisde", and open the door so he can go out, he will learn then to ask to go out. It works, all my dogs I did the same thing, big or small. Good luck.
