I live on the East Coast as well, and I always put sweaters on my yorkies if the temp is below freezing. Yorkies aren't 'outdoor' dogs, and they do not have an undercoat like most outdoor breeds. I find sweaters/sweatshirts are most comfortable for them because they 'move' with them. But the best advice is to observe your puppy - if he/she is shivering, then they most definitely need a sweater.
