Yorkies and poodles do not shed like dogs with double coats do. They will lose a little hair like humans. My boys are in full coat and they are rough on their hair, so we pick up a fair amount of hair on bedding and the carpet. Softer bedding (silkier cottons, satin) helps minimize breakage. Carpet and grass can be hard on the coat.
Puppy coats can be fuzzier and more prone to breakage. Scratching will also cause breakage.
I believe that as long as you are not seeing gobs of hair, everything is okay.
