Jezebel and I had trouble with this in puppy class. We first did "sit," and she caught onto really fast. Going from the sit position to the down just wasn't working. The instructor improvised by having sit on the floor with my with one legs bent at the knee and the foot still on the ground (like an upside down V). We placed Jezebel under my bent leg and I would straighten my leg, gently forcing her down, while I gave the down command and treated her. She caught on to the command really quick that way.
