My Yorkie is now 9+ yrs old and has been licking his paw once in a while. I do think it is arthritis but he has been getting some glucosamine, chondroitin every day and it helps with the pain. When we walk, I also have to watch for a kind of thorny weed that is rampant here. If he steps on one of them, he'll lick on his paw for a day or two so if I see the weeds now, I stir him clear of it or I carry him across it.
