All I can recommend is maybe reusable (washable) pee pads or one member here advocates something called I believe "piddle place" (http://www.piddleplace.com/piddleplace/?) they will not tear up.

We do not get really horrible weather here most the time and Mario loves to run in the rain we do get

. This is my first winter with him too, so we will see how he does.
