No sores is because Teddy is not fiercely biting at himself as Cody was doing. I would stop using the oatmeal shampoo and look for a good quality hypoallergenic shampoo and same for conditioner. Oatmeal is a grain, Teddy could be allergic to grains, i'ts worth a shot and cheaper to change shampoo then a vet visit. If you change shampoo and Teddy is still biting at himself after a 3rd bath I would take him to the vet for allergy test.
