Something I used to do before we bought our Rainbow vacuum was to buy cheap flea collars cut them in pieces and put inside the vacuum bag, not now that you have a "crisis" and need to be throwing the bags away each time you vacuum , but do this once the flea problem is under control just as a preventive measure in the case of any wondering fleas getting trapped into the bag.
