I would remove the rugs for a time like someone else suggested!
Often Dogs get confused on rugs and potty pads, I sometimes thought Mitsi assumed My rugs were just a more luxurious pad for her use haha. Shes fully house trained now and Weve taught Her to bark when She has to use the bathroom. (Best Idea We ever had). You can also buy a spray at the pet store that makes the rug or area smell like something they do not like. But Ive heard mixed reviews on that.
