My boys have a pad accessible at all times and we walk daily. I would continue to walk your dogs while pad training.
Teddy was 8 months old when we brought him home and 100% outdoor trained. He took to peeing on the pads immediately, but convincing him to poop indoors on them was tougher. I had to corral him with a pad and sweet talk him into doing it. When he finally did his business, I cheered and danced and let him know how happy I was!
I immediately disposed of the pad and let him see that I would take care of it right away for him. After that, he was fine.
I wouldn't blanket the floor with pads. Maybe 2 - 3 at most next to each other. Supervise, put them on the pad and establish keywords like "potty here." Once you see them do it, praise, praise, praise. Then give a small food reward.
Use the keywords on your walks too. "Good potty!" or whatever you like. They will make the association.
