I trained my yorkie to ring the bells by first spending a couple days holding the bell in front of his nose. Start by touching the bells to his nose, give "ring" command, and rewarding him with a treat. Gradually increase the difficulty level by holding them farther away from him so he will actually have to ring it himself. After a couple days, hang them on the door. I asked mine "got to potty?" every time I took him out, and made him ring the bell first. Reward for ringing and for doing his business outside, but gradually take away the reward for bell ringing so he does not abuse it.

It only took him a few days to realize what the bell was for. He now rings it consistently. The only problem we have is if I go to another room for a few minutes, and do not hear the bell, he will have an accident. I have to be really diligent about being in the same room as him or hurrying back.
