When you tell him to ring the bell are you showing him how to do it? Maybe if he associates the sound of the bells and then sees that the door opens after the bell rings he will get it. I just hung a bell strip there and Daisy picked up on it without showing her. She does the stare thing too and sometimes she will bark to go out.
