I would toss that oatmeal shampoo - it's actually bad for dogs w/ skin issues or allergies. Get something by Duoxo on Amazon, that's what Vet Derms recommend and sell.
Is she chewing or licking her paws? If so, I'd be thinking allergies for sure.
