Awww...the poor little guy - I bet he's just *so* scared and even possibly traumatized by losing his home, where he's been for years...that can be very, very tough on some dogs, while others adjust very well. Just be patient, understanding, compassionate, loving, and calm...and he will come 'round. Talk to him in soft voices a lot, offer little treats to him...like for when he looks you in the eyes and/or when he comes to you.
Walks may just be way too scary for him right now. Did the previous owner walk him? If not, he could have no clue how to do it.
