It's a little odd for him to be laying down like that on walks unless it's really just too hot to be walking him and he's overheating. Here in Phoenix, we have to do walks at like 6am for our dogs to be comfortable. As for the paw, I would def get it seen by a vet as it's just so unclear as to what this may be...
