Default leash laws

You need to make sure you neighbor understands that you are not going to take the chance of your pet suffering another attack. If he refuses to leash his dogs then he needs to be reported to the local animal control agency. If one report does not work then keep reporting until the fines get too expensive for them to handle.
I agree with you but as this original poster is a minor the parents might have to be the ones to complain..... not sure about the laws.
