No, not normal, not good....if a female is in active labor and if the person with the bitch is inexperienced, and if the bitch has been in a non productive active labor for more than 2-3 hours, she needs to be seen by a vet.....you can easily loose the puppies, loose the momma, or loose the entire shooting match.
