They refuse to restrain their pets if you've ever seen the Christmas story how the neighbors are hillbillies and have their dogs free that's them...my neighbor has been doing well with his dog not attacking the neighborhood lately but there's always that random attack he only bothers dogs he could care less about the kids walking and biking but one dog on a leash walking down the street he's out there latched on! If he ever truly hurts Teddy I'll make sure a call is made but like I said the owner was there quickly enough to get him off as soon as he attacked. And sorry for your demon dogs I never truly blame owners yea some train to attack but some dogs are just aggressive
