Welcome to YT and thank you for rescuing. You're right on he's in a new home, new smells, you are new to him, he needs adjust time. When he pees other then the pad, take the pad to the pee, adsorb the pee with the pad, place the pad back where it belongs, get the pup, place him on the pad, using the commands words "pee pee on the pad", or what ever words you use, same with the poop, pick up the poop, place it on the pad, pick up the pup, place him on the pad, give the command word "poo-poo on the pad" or what ever words you use. Treats, you can boil boneless chicken breast and give small bits for rewards, or frozen cut beans or peas, or buy doggie treats, silly, happy, crazy, hand clapping praise, praise, praise works wonders. He's confused right now being in a new home, new family,patience is a must, don't scold, raise your voice, yell, speak in firm voice when correcting potty boo-boos. He will get it. When he bites, firmly say "no biting" they are like 5 y/o and you're the new baby sitter, they are going to see how far they can go with you, you have to set the ground rules. When you play with him and he bites tell him in a firm tone NO BITING. I have an adopted boy 20 months now, I went through the biting, not a play bite but a I WANT MY OWN WAY BITE, one week later no more biting. Potty issues, he was house broken, he whines to let me know he needs OUT. Your command words must be consistent, choose what words you want to use and STAY with those words, don't change them, keep in mind, you don't know what prev. owner used, or you can contact the foster, ask them what command words were used and use them. Keep him confined to a small area where his pee pad is or put his pee pad in a small area until he is pee pad trained 100%, do not give him free roam of the house if you cannot supervise. Many members use x-pens or crates, hopefully they will come along and offer up advise on this, I never used either of them.
