Default Regression after adoption

I adopted a Yorkie mix. He appears more Yorkie but has some Pom in him. We picked him up today.

His foster mom had puppy pad trained him. When we brought him home, he went and peed immediately on the puppy pad. We made a big deal and praised him. I don't have treats (would love any advice on that). But in the next 2-3 hours, he peed twice more on the floor and the carpet

I keep putting him on his puppy pad every 20-30 minutes but he hasn't used it again. I know he is reacting to a new place and the stress for leaving his foster mom. I just wanted to make sure I start out on the right foot.

He also didn't eat his morning meal. I left it out in case he wanted it but he hasn't eaten it yet.

He seems pretty playful and wants to follow me around the house. But he keeps biting my toes or my hands when I pet him. I keep handing him chew toys but he ignores them and tries to bite me again. Any advice?

This is our first puppy ever so I want to do the right thing! Thanks so much for you help
