I wonder if people should be required to apply for a license and pass some kind of scrutiny BEFORE acquiring a pet. Sorry if this sounds crazy; it's an immature thought that just entered my head. I suppose same would have to apply for having children. The responsible people are being beaten down by the irresponsible. |
