Actually no club can verify if a breeder is reputable or not. No kennel listed with the Canadian Kennel is verified as being reputable. It means the breeder is a member of the CKC, they have paid an annual fee for the membership and pay a reduced price for registering their dogs and puppies and transferring ownership. A membership can be revoked if the breeder sells/breeds cross breeds, suspended for a time if they do not supply the registration certificate for any dog or puppy they sell, the dog or puppy must be either microchipped or tattoo identified. Breeding practices are not really addressed other than you can't do crossbreeds if you are a member.
As a member of the CKC there is a Code of Ethics a member is supposed to abide by. The prospective buyer still have to do their homework before dealing with any breeder. Most breeders who are very interested in their breed are also members of one or more breed Clubs as well, in our case, there are Yorkshire Terrier Clubs. Canada has the CAnadian Yorkshire Terrier Club. In the US there is YTCA but also many areas of the US also have breed clubs for example YT Club of Greater New York. Again these Clubs do have Codes of Ethics etc but you still need to check out the breeder you are considering getting a puppy from.
Being armed with the info about the 'teacup', breeding especially females that are too small, genetic health guarantees is all good information to know about.
