I think you should speak with a dog behaviorist and/or trainer. But does this person really refer to oneself as the Dog Whisperer as in Cesar Milan? Isn't that like trademarked or something?

Personally I think the younger one MAY grow out of it, but if she continues to be able to act this way she will be set for life. You need to train her out of it now, whether it is you or with the help of a professional.
