If you plan on sticking with Orijen, the sister brand, Acana, has a "single protein" line of food so you can try to determine what your dog may be allergic to. It comes in duck, lamb, or pork. My Scottie rotates between duck and lamb because I found out he doesn't do well with fish or chicken, and many dog foods have fish meal and chicken meal in the ingredients.

Have you eliminated the chance Zoey may have fleas?

If the skin is itchy because of skin problems or dryness, maybe consider feeding a little bit of organic unrefined coconut oil. Many articles have been written on how it helps clear up skin problems for dogs. I let my dog lick the oil off my fingers in very small amounts - it's solid white until it touches your skin, then it melts.
