Broker 100%. Run away! Brokers get their dogs from puppymills. No good breeder would sell their pups to a broker who in turn will sell them to anyone with the money. The breeders would have no say in who the dogs go to.
Same thing for pet stores. Do not buy from them under any circumstances, no matter what the pet store staff will tell you. "They are from local breeders." BS.
