I thought I should provide an update. I bought an Extra Small red IPuppyone Adjustable Dog Soft Harness. It's a lot like a Puppia harness but both the head and the body portion is adjustable. I finally have a harness Monty can't get out of. He looks rather nice with his red harness and leash.
