Thanks for all the suggestions. I am using belly bands only when we allow him to roam. I try to constantly keep a watchful eye on him when he is without the band. We take him for a lot of walks and praise him when he goes outside. I've also set up the pee pad with a big water filled bottle in the middle. The high sided litter box may be good to try, too. He's pretty smart and I hope he is catching on!
