My girls dont get along very well either. My little Fox terrier Sugar is 8 and I have had her since she was a year old when I found her wondering around after she had been very badly abused, she is a perfect girl. She has diabetes and is blind now. I got Spice 7 mo ago ,she will be a year old the 21st.
Sometimes Sugar will play with Spice but then after a few minutes she will get very rough and Spice is tiny. I think it is because Sugar cant see Spice until she smells her. I keep them separated 98% of the time.
My son recently got a little s**tzu and when he was here the other day his little one and Spice played for 5 hours non stop!!!They are close to the same size. So I know it isnt Spice being too rough on Sugar but the other way, just best to keep them apart.
By the way Spice slept like I have never seen her sleep after my son left LOL If he lived closer I would make sure they played every day.
