Teddy's eye wasn't really red - it was just bulging. Three days after antibiotics were started, the situation didn't improve so I took him to a vet hospital and that's when they had to do the detailed work up. I've since had he opportunity to talk to quite a few other people about Teddy's odd situation and the theory was that these tiny jaws and removal of certain larger teeth just create trauma to the area and can impact the salivary glands. Or the dental disease itself sets up the bone loss and things can get whacked out.
If she doesn't improve quickly, I think she will need a specialty hospital with the ability to do a CT scan and see what's going on. A retained tooth root wouldn't be that unusual and it does not mean something was done wrong.
